Why does everything have to be some kind of conspiracy? ConEd has been getting their balls broken every year because, God forbid, people lost power because of a major weather event for more than 10 minutes. They are probably preparing for that this year so they won't have to hear the politicians threats. Though only 300 additional trucks will never satisfy them.
All I can say is ConEdison is a electric and gas Utility that serves New York . As said before they may be prepping for winter or it is just a fleet replacement order.
