what is the functional difference between these 2 cards? can i use a 16 in system that has 2 "+" cards in it? will it work with the same phones?

Yes and NO. The + means basically that the card has a DSP chip on it. If your system has an option card with DSP's on it, then a DKSC 16 card will work fine. If it does not then you may lose some of your basic functionality (i.e. handfree, headset).
