I have an Inter-tel Axxess ver 7.006 CPU 128. It has about 20 phones or less. The old OS/2 voicemail died and I replaced it with a "refurbished" EVMC.

After I build the 4th mailbox, it says Maximum Mailbox Licenses Exceeded. It has 9144 chip in U23.

I had the refurb dealer overnight me another full EVMC card with 9144 (32 mailbox PAL chip), same thing.

What's happening here?

A CPU 128 or 256 requires a 200 MB Pal Chip part #827.9150.

Really? Always?

I've never heard of that before. Is that a version 7 thing or just a 128 thing?

If they had a CPU64 or 512 they could use a 827-9144 (32 mbox PAL) on that version 7?

It holds true for any 128 or 256 processor.

If they had a CPU64 they could use the 9144 Pal assuming the version is compatible with an EVMC. I could be wrong but I don't think an EVMC is supported at all on a 512.

The symptoms of having the wrong Pal are only 4 mailboxes with only 1 minute of recording time on each one. You should also notice the OK to Remove Card blinking slowly at you.
