Was just asked to explain this, and I can't. Don't know enough.

When and OUTSIDE caller calls in to an extension, and the call is not answered in about 5 ringy-dingys, the call 'falls through' to Voicemail, which is what we usually want to happen.

When an INSIDE caller dials an extension, it rings forever until the caller hangs up or the call is answered.

1) Why the difference?

2) Can INSIDE calls also be directed to VM in case of no answer?

1) It's all in the programming.

2) Yes they can. Do you have access to the system programming?

Check the forwarding path of the station. IC should equal Yes

Yes - I do have access to System Programming, just limited understanding of it, we haven't been formally introduced {no training other than what I've picked up on my own}.

If you do what dfleschute suggests then your unanswered IC calls will forward to VM. It sounds like handsfree is already disabled, but you need to be mindful that if you set this IC to VM option for a user with handsfree enabled, now they don't even if the handsfree flag reads they do. This is the nasty side effect of this option, but may not be an issue for you if handsfree is disabled across the board already.
