I was under the impression that this would forward all calls to the outside phone number. All this does is call the number now, but no forwarding takes place.

The flag System\Station-Related Information\Flags\Manual Forward to Public Network lists the extension I'm trying this from.

Clearly I incorrectly assumed something, or failed in some way.

Are you trying to forward just one extension? If so, after your forward feature code, hit the Outgoing key prior to the phone number.

Does Denver require a leading digit 1?

Yes, but this isn't in Denver, PA. Leading digit 1 needed for outside the area code. Area code w/o leading digit 1 must be dialed for local calls.
