when testing TTRs, the book says, reorder bad, confirmation tone good, what if still have dial tone??? I'm thinking bad! any thoughts?

test only from an analog telephone. Digital telephones do not generate dtmf in spite of what you hear in the receiver.

If you just have dial tone when dailing the code One of the ttr's are not recognizing the inital *03 meaning one of them IS bad. You just have to figure out with one. Just keep testing each one about 20 times You will fine one that fails the most.
You need to grab a good one to initate a test

when one of my techs was onsite testing, he would return to dialtone after completing the second stage of testing command. book says beeps or it is bad ... just wanted to bounce this off board members ... no confirm tone ... dial tone!

problems we are having is intermittent CBDT on single lines (fax extensions).

Sounds like he was hitting a good ttr for the *03 XX part but what ever touch tone reciever he was choosing was bad.

I 'll bet you a few times he could't even get the *03 XX in if the system was randomly choosing the bad one when he initally got the dial tone
