System is the Legend with 2 T1 cards, 1 for local, 2nd for long distance. I have done minor programming on this system, call routing was done by another company. A few years back the external paging amp went bad.
Problem: Customer had us install a Viking talk back paging amp. Trunk 812 had been programmed as the paging port with dialing 5 to page. I see this in programming. But when you press 5 you get the error tone as if restricted. Paging equipment works, I tested with my butt set.

Any ideas what to look for in programming?

Do a print of the dial plan, see if 5 is a trunk or a pool.

If it is a pool, see if 812 is in that pool, and the phones have the dial out code allowed to them.

If the 12th trunk was renumbered to 5, then it's *9 (pickup) 5 to access paging.

Thanks, the *9 5 did the trick
