What might cause Blinking Message & Call Back button LEDs when there is no messages present in voicemail?
The dial tone is beeps when lifted off-hook also.

Any advice appreciated.

This may be a dumb question but never had this issue previously.
Keep in mind that not only the voice mail system can leave a message waiting indication. Another phone user can do it as well if they call and receive no answer. When you press the callback button, I take it you get to the mailbox and are told there are no messages?

The easiest solution for this in most instances is to just leave a new message in that mailbox, then delete it. This will refresh the message wait on/off sequence.
I don’t think vm is setup on this station, It has the common password given at time of installation, but the voicemail does not ever pickup when calling this extension.
Look at section 3.10.4 Station Message Wait/Call Back in the manual found here:

Thanks Professor.

I'm trying to review 3.10.4.

The display indicates the following after pressing Call Back:

ST...CL..BS...VM...US...MS
001 000 002 000 000 000

I'm hesitating to call my distributor HEB for tech support (they assured us we would always have). Usually one or two different people there grill us about why we haven't ordered any VS systems lately, and accuse us of buying systems from another distributor. Not so. I did have the Class with HEB also.
Its very unprofessional and a difficult call to make.
The first one (ST) means that another station has placed a message waiting notification on this phone. By pressing the callback button and dialing 1, you can see which station left the indication. Pressing Hold/Save will call that extension and cancel the message waiting indicator. It looks like you have one station message waiting by your display shown.

The third one (VS) is for internal voice mail messages. You dial 3 to access those. You can then scroll up/down to access each message and handle them accordingly.

If you just want to kill all of the message waiting indicators, after you've pressed the callback button, press the speed button and then dial * two times.
