The porgrammed reboot timer. It's either doing it because it's trying to do an activity switch, it's trying to clear a problem, or it's just programmed to reset automatically.

Programmed Reboot (PROG R)
Qualifiers:

Note: The default is MEMORY DAILY <2:15:00> and PROG R OFF.
Purpose:
Enables or disables a programmed system reboot, schedules a system reboot, or displays the programmed reboot settings and status on non-redundant systems.
Details:
Programmed Reboot is a standard feature offered on all SX-2000 non-redundant systems. It is used to automate the management of routine maintenance and resolves minor faults due to memory fragmentation, which often have no apparent immediate effect. However, the effects of minor faults can accumulate and create symptoms that may eventually affect call processing if dynamic memory is no longer available. The system automatically detects a fault if the threshold of available memory is reached and a Maintenance Log entry and alarm (Memory Avail) are generated. The alarm is also presented on any installed consoles.
PROGrammed Reboot ON/OFF - Programmed Reboot requirements are unique to every site, and the feature can be turned on or off (the default is off). The qualifiers "ON" and "OFF" are used to enable or disable the automatic system reboot. On new installations and software upgrades, it is recommended to enable the default settings for the programmed reboot (PROG R ON).
PROGrammed Reboot SCHedule - A software-controlled reboot occurs at the next occurrence of the specified day and time on a daily, weekly, monthly or yearly basis. This setting is useful for customers who prefer to schedule this activity as part of routine maintenance.
PROGrammed Reboot Memory Daily <hh:mm:ss> - A software controlled reboot occurs at the next occurrence of the specified time - ONLY if the available memory threshold has been reached. At this point, an alarm (Memory Avail) is raised and a Maintenance Log entry is generated. Dynamic memory may deteriorate to the point where the PBX performs a software-controlled reboot on its own, before the scheduled reboot time (the rate of fragmentation is not always predictable). If this occurs, the reason for the reboot is saved in the "panic" area of the Maintenance Log.
PROGrammed Reboot Display - Displays the Programmed Reboot settings and status, including the day and time that the action will occur.
Mitel recommends turning the Programmed Reboot feature to "ON", and using the default setting of "Programmed Reboot Memory Daily at 02:15 AM". This ensures that if there is no more memory available, the system would recover on its own; it does NOT cause the system to reboot every day. Using the default setting reduces the frequency of reboots, maintains the data integrity of the system, and minimizes the impact on operation, security, and safety including E-911 requirements. If the default is not appropriate for your site, use one of the qualifiers to change the setting before turning it on.
E-911 Requirements
System reboots can last as long as 20 minutes. During this time the non-redundant system cannot process 911 calls and becomes limited in its ability to process regular calls. Therefore, redundant systems should be used where 911 requirements are an issue.
If a service outage is intolerable at any time, it is recommended that either a System Fail Transfer Unit (with emergency phones to provide cut-through service) or a fully redundant SX-2000 system be installed.
WARNING: A Non-redundant switch is never recommended for use where the need for constant telecommunications availability is required. Because of the time it takes to complete an SX-2000 Non-redundant system reboot, and the absence of 911 functionality during this time, Mitel does not recommend a non-redundant PBX for mission critical sites such as hospitals, prisons, and police and fire stations. Certain hospitality and university residence sites, where 24 hour operations are a requirement, should always be serviced by an SX-2000 redundant system. For sites that must be protected against system outages resulting from software, hardware, or regularly scheduled maintenance activities, redundancy on the SX-2000 is recommended.
