You are not specific enough nor mentioned what you have tried to resolve.
Nortel ICS 7.0
Customer called and said they were having trouble making calls
Was able to figure out that anytime you dial the digit 2 on CO line
It wouldn't break the dial tone

And it was happening on all (12) lines

I reboot phone system and it seemed to resolve the issue

Never saw that before
Curious is the dial tone through the local operating company or through a cable solution?

I was wondering say 1 or 3 would break dial tone but looks like it glitched (since all 12 lines) out and luckily reboot cleared that one as was wondering if not software maybe a line card did not register properly.
Was it doing it on all phones or just the one?
Yes all phones (I think)everyone seemed to be complaining about it and they are Verizon copper pots lines
