Start timing is going to be based on E&M Wink emulation, in form 13.
you can set the length of a flash, system-wide, in form 4 (not just for t1) but it's best to leave it alone.
My next step here would be to confirm that the other end (either telco or Asterisk) exactly matches these parameters.
