Sometimes you have to start with the basics.
Do "Feature *0 intercom" Make sure the ext of the phone IS what you think it is.
Then go into VM admin and do CHANGE on mb#1000.
Then check the ext that it shows it is associated with.
If your checks verify everything is good And you did a password reset, then try a VM reboot.

So many times we assume the ext number, the vm box and the associated ext to that mailbox. Sometimes the assumptions are wrong. If they are correct, then you have to dig deeper.
