I am with Silvesam. We need to know a little more about your office enviroment in order to advise properly.

In a standard office the average is about 4 to 6 people per trunk available.

IE 300 people = 50 to 75 trunks. 2 to 3 PRI's

This is a standard enviroment. In order to advise you we need to what your main communication path is Incomming, Outgoing? Is it a call center? Is a manufacturing center tied to a corporate office?

These are similar questions that you should consider when describing your site.
