The problem was there, you were just chasing the wrong tail.

This is a great lesson in the belief that, when troubleshooting, begin at the lowest common denominator. Isolate phone line from system, if trouble remains in system, troubleshoot system. If trouble ends when line is removed, pass it off to telco.
