From what I've found so far, there's no specific theory regarding preference in providing fax calls across POTS or PRI, of course you would save on costs by including them in the PRI.

Here locally, we provide PRIs (w/DIDs) to some specific local systems [NEC 2400 IPX] which require special local configurations for ports that are dedicated for fax calls. To aviod any possible protocol conflicts, and to eliminate the costs for assigning the special local configurations, we provide POTS for the faxlines of customers where these systems are located.

I agree with the other members, that there's no reason (or theory) not to include your fax lines within your PRI.

I would like to put my 5 cents in this discussion as well. If there is only one fax mashine I am always suggest customer to have it on POTS as a back up cause power isn't goes down as many times as T1 goes but if you are going to have 2 lines to rollover for the same fax and you have spare S/L port on the system then it better and cheaper to run your faxes over T1. So far non of my customers refused to have spare POTS line as a back up for T1 downtime besides that I am trying to convince my client to have few POTS lines in front of T1 an make provider send calls first to POTS lines group and then to T1. I this case scenario suctomer never goes to loose Incoming calls even T1 is down or make POTS lines as an overflow point for T1.
