By maintaining the proper jacks and wiring, a circuit can be extended without needing to have equipment connected at that time. Happens all the time… Especially when a circuit is turned up for due date and then sits unused waiting for equipment to be connected to it and it's open at the demarc. If a circuit has been up and working for a while and all of a sudden there’s a loss of signal testers typically won’t throw a loop in it ‘til they know what’s going on with it or it’s been like that for weeks or months.
