I've had this issue before, but don't remember how I fixed it. Programs such as Keylink and older DX80 PCDBA (F28, F32, A33) either show up in a small window or only the top half of the screen even with full screen checked in the properties/screen menu.

Go into the program (Like Remote for the Keyvoice). When the window is up, take your cursor and put in in the blue top border--right click, click properties, click full screen, then OK, then OK again if you want it to only apply to this window at this time. I'm assuming your working with XP.

I think I've used Alt-Enter to make Keylink and other programs go to full screen on XP. If I remember correctly, it toggles it full and then back.
