There is no time when you "must" run FTP or ScTP cable instead of UTP.
"Must" is a matter of code, not standards.
I would recommend installing shielded cable when the need calls for it. Situations that involve passing through heavy magnetic fields would benefit from shielded cable.
This can be in warehouse/industrial/heavy machinery applications, near airports (I experienced this once), etc.
Typically, if you follow good installation practices you can avoid most sources of EMI. RFI is another story as it isn't localized like EMI is.
If you are in a real ugly situation you could always install fiber because it is non-conductive/dielectric (as long as you don't get a OFCR/OFCP version.
