HI! There, i have site in Canada i am doing and most of the Data /Tel is ft6 , but there are about 10 or more dual drops that go in pvc in concrete floor but they rise up to second floor to the I.T closet, my question is Can i use Ft4 in this situation and is there a limit of exposed ft4 allowed ?? Thanks

FT4 is fine so long as it is not exposed within a plenum space. It sounds like you're talking about a riser shaft rather than a plenum, so you should be OK. It's only when you're in an air-handling space (dropped ceiling, raised floor, ductwork) that you need to go FT6.
I you are entering a plenum space with FT4, it needs to be entirely enclosed in appropriately-rated conduit. There's no exception for just a few inches.
