I have a customer with an ESI IVX . He wanted a new phone added. I ran a new 4 pair and cross connected the white blue and white orange pair to port 9. They currently are using ports 1,2,3,4,5,6,7,8, and 10. For some reason, 9 was vacant. When I plug in the phone, it does not come on. Do you think I have a programming issue or a hardware problem? I know that I have good continuity from the jack to the port.

I wonder what is operating on port 10. You may have reached the limit of 4x8 capacity and a 9th phone isn't going to operate anywhere unless you expand to 8x16. More info needed!
Unplug whatever is in Port 10 and let us know what goes dead.

What model IVX do you have? They all have different pinouts.
If this is an "original IVX" then it would make some sense for "port 9" (Yellow/Orange, Yellow/Green) to be vacant , because that would be a pair of analog ports (the first 8 are 2-pair EKT ports) "Port 10" (Yellow/Tan, Yellow/Slate) would be the serial port, though, if you are looking at the 66 block.

Use a tapper directly at theblock and plug the phone into it, if you don't have a tapper create a jack directly at the block and plug a phone in and see if the phone works directly at the block.

Rather than try to plug a digital phone into an analog port (and possibly cause damage) i would take the time to learn what system you have, what card is in it and where things should go. Even if it costs you a service call from an authorized ESI tech it would be money well spent to know what you have as well as have someone for support.
