When you get new phone service there is always an installation charge (that may be waived) so I can see a charge for moving an NI at the customer's request. That said I have not seen a charge but then again I believe it was always with a service upgrade, additional lines, etc. so they weren't going there just to replace or move the NI.
Also, when I place the order for the customer and identify myself as a vendor they know they can't BS. If the customer calls they have no idea what the CS rep is talking about and will agree to anything.

His pic # 1 is his present "NID" or protector. Bell will only change it for free if they're there for a repair issue or you're adding a 2nd line in which case they'll either change that protector for a 2-pair or just add a single pair protector.
That's as much as Bell CANADA has to do. Any other time it's the client who pays.

Verizon figures that if you have a demarc then what's your problem?
Like Dave says - if there's a reason to roll a truck then they'll change it out. Otherwise it's your nickel.
