Maybe I am missing it, but I am looking through the manual and cannot find it (or am looking under wrong term).

We recently had an x16 put in our office and it was installed by someone who didn't quite appear to know what he was doing.

Three lines coming in from the telephone company. If someone is talking on line 1 and someone calls in the main number, shouldn't it roll over to a secondary line (assuming it was installed correctly)?

Or is that feature not supported? I looked through the manuals (user and install), but not being a phone guy I I'm not sure what I am looking for

That feature is supplied by the phone company. You need to call them and tell them you want call hunt on your main number to the other lines.

If they don't understand "Call Hunt", try "Cascade". If they still don't understand, explain it to them. Different companies use different terms for the same thing. :bang:

"Step-up" was a term used by United Telephone nee Sprint, nee Embarq, now Century Link.

I guess because in level hunting Step-by-step offices it actually did :-)
