I just installed a x16 for a customer who has 2 lines. They want the 1st line to roll to the second when the first is busy. I was told by tech support that the provider does this. Is this the only way, or can the system itself be programmed to do it?

No system can do it. It is the provider that arranges it.

Yep, perhaps the most frequently-asked question on this board. It is absolutely, positively impossible for any system of any brand to provide this feature. Most Telcos actually charge a monthly fee for this, so I don't understand why this feature is such a mystery.

Vincent, you (or your customer) will need to contact the Telco's business office and request hunting between the first and second lines. I'd suggest that circular hunting is requested, since caller ID often has people returning calls to the originating second line. With this, if the second line is busy, the call will hunt to the first line.

the way I explain it to my customers when the line is busy the phone company equipment returns a busy signal and it never reaches the customers phone switch so there is no way for the customers equipment to do it
when the line is in hunt group then it will hunt through as many lines as the customers have ...when they are all busy then it will return the busy signal(or go to telco VM )

Yet, one can't blame end users and phone newbies such as yourself, Vincent. I get this from ignorant CLEC reps too. I tell such reps to transfer me to a supervisor because I refuse to be in the free education business to providers who don't train their reps.
