Mitel 5000, Sys ver 3.2.4.59
Dialing any International number from our Chicago system fails. Can dial the full number - it 'waits' a few seconds, then busy signal.
Vendor has me checking by dialing out through each individual trunk, all 23 of them, getting same result.
US Long Distance calls work.
Vendor says it's the carrier, carrier says it's something in the PBX.
Somebody lying - how do I tell who?

Has this ever worked? Is this a new PRI?
Your vendor should be able to do a trap on the span and see what you are actually outpulsing on an international call. You can then compare what they want to see and what you are actually sending.
You may need to adjust your Dial Rules in your facility groups or change your Call Type for International Calls. This is of course assuming that you are calling out via ARS.
Note: Manually accessing each trunk on the PRI won't send it out ARS which won't follow any dial rules etc.
