That often accompanies changing the PMS without telling the PBX vendor...
Had one GM who kept complaining that the Maid-in-room feature wasn't working, but it always tested good. Finally managed to be there when it wasn't working, and I could get a signal all the way to the back of her PMS box.
Turns out that she was putting rooms "Out of order" by deleting them out of the PMS database, which, funny thing, then rejects the signal to make that room vacant and clean.
