You could hold your finger on 30 volts and you want it to ring a phone?
The other possibility is that they are sending square wave (I know, it sounds like military intelligence) instead of sine wave and if the voltage is lower and it is square wave the system can just say no thanks to ringing.
The easy solution, make the CLEC give you an adequate channel bank. For all the bucks they charge and all the fancy suits the salesmen wear, it is supposed to work before they pay the bill.
