It makes the line busy (and shows it busy)on the system when a line is seized from a single line instrument on the older systems that didn't support single line instruments.
Hope that makes sense

On a 1a2 system it was the "a" lead on each line that activated the lamp on all phones with that line appearance. So when you used a single line set on a 1a2 system that set needed to have the second pair used for the "a" lead for that phone to activate the lamp on all the other phones with that line appearance.

on some centrex applications we would use a separate a lead control device to light the light on a console or bee hive light arrangement to give a busy visual.

Exactly what Bill and Mark said!

Jeff, all these things do is detect loop current flow on the line when the SLT device is off-hook. This closes a pair of relay contacts that can be used for whatever you want. Most applications simply place a ground on the "A" lead that is connected to the 1A2 line card for that line. This lets keyset users know that a non-keyset is using the line. It also allows them to take a call off hold that was held by a keyset.

I can't believe how popular these things are again.

Ed, can you give me an example of what you use the relay contacts for? Is it stuff like bells or paging?
