I thought that this might be the problem, and we did have to use an EK phone for programming. But the customer has existing DK phones that he wants to use.
Are they incompatible? I do get dial-tone on the DK phones when I press a line key, and substituting the EK that we were programming with, I still don't get ringing.
I don't normally work on Toshiba and this is a hand-off job that I accepted as a favor to another tech (and now regret).
Also, I did physically trace the wiring; ports are mapped correctly.
