The only way that wouldn't work is if all 8 slots are full (expansion cabinet). I always program slots to maximum capacity - program an ADKU as a BWDKU 16 circuit, an RCOU as an RCOU/RCOS 8 circuit... Makes things much easier when you swap or add components. Licensing doesn't come into play until you actually assign something to a circuit.
