Tough situation. The need for telephones in hotel rooms has diminished significantly over the past five years. I suspect that you can find a wireless solution, but it will be a headache into perpetuity. I'd suggest biting the bullet and wiring.
That said - that wasn't your question. If you can do 802.11, you can use an IP PBX (Asterisk, et al) and Analog Terminal Adapter (ATA) with wireless receiver. You also then have the benefit of 802.11 wireless thru the space for guests with laptops.
