Hal...I stand corrected. I wasn't at the office, but the cottage and it's been a while since I worked with IG outlets. You were right, it's between the ground lug and the yolk, not neutral & ground lugs.

Ed, if what you say is true about taping the conductor, I bet there are a heck of a lot of "defects" down there from the inspectors.

I used to work with an electrician friend of mine from time to time and he insisted the conductors be of the right colour. Even when changing an entrance, any 2/12 wires that were used for hot water tanks or heating, etc. had to be black & taped red if not already done so. It was logical and I do it all the time when there isn't black/red wire in use.
