I never associated "bell tap" with polarity on "real telephones " (WE ,Ae ,SC, etc ) you would often see it on the imports as they came along and it was polarity sensitive with them
on "real phones" we would adjust the bias spring to eliminate it
I've never heard of polarity affecting a rotary dial
