The NO616 or XE/XL systems as we call it doesn't support VMS, You can however have the local co provider set up voice mail on your lines, give them a call and see if they have some kind of package that will work for your needs.
You can use Centrex features on your lines to trans to a mobile phone but the system will not do it by itself, it will have to be done by a user that is answering the line.
That system you are talking about came out about 1991 and is pretty limited
