Ballparking a bit here, but sounds like when your ADSL goes down, you still have local connectivity, so your system still has MGI channels. In this scenario your system is going to try to use that available channel then it fails and you have a failed call. I dont think LCR route advance will work in that scenario. I would work on a more reliable internet connection or have your poor connectivity as a secondary.
