This might sound like a dumb question. Why the Cat6 and Cat3? All new installations I have been involved in has all been integrated. Whether it was Cat5, Cat5e or now Cat6. To me it makes more sense especially when terminating at the work area, gives greater flexibility for patching options. But if that's what the customer has asked for.....
Something else to consider is the area of installation - factory, office, etc. Different areas different installation practices.
