I have seen chain to support fixtures IF there is something in the right place and you can get it over it. As for shooting pins, that depends on what is there. Mineral or other insulating board under a built-up roof isn't going to work. Don't think I have ever seen a 15' extension anyway. Unfortunately this is what you are going to need and parts of the ceiling will have to be disassembled and re-installed wherever you need to get up through. Somebodies got to pay for that. I hope it wasn't you who was dragging their feet on this. If you knew about this before the ceiling went in the problem and $$$$ sits squarely on your shoulders.
