Come on guys, it is just a splice in progress. They always look nasty at that stage. From what I can see, the splicer is doing a pretty good job of lacing the pairs into place. The tape, etc. is just his way of keeping the pairs from separating.
I'd say he is fortunate to have that much slack to work with to remove the discrete connectors and get the splice into a module of some sort. My hat is off to him.
Walk a mile in a cable splicer's shoes.
