Cell phone companies, Police, Investigators, even your neighbor can get the equipment to do so.

Once a company gets the information of what towers your cell phone is running on (cell phones use 3 towers at a time) then they can triangulate where your cell phone is... Once they get the triangulation they can narrow down. It takes an average of 26 Seconds to trace and track a phone... Including Land Lines...
