James the WAIT message indicates no communication between the admin telephone and the ATC card in the central cabinet. Could be loose connections, miswired receptacle, faulty ATC card or system not correctly programmed. You could try moving the wiring to the next port on the ATC card. Only Dukane admin phones work on those ports.
