None of the native Inter-Tel apps are supported to run on virtual servers. Voicemail is certified to run on 2000 Pro only. If you are using Contact Center Suite, you can install it on 2003 server. Also, the Inter-Tel apps use hardware keys for licensing and that is something VMWare will barf on.
