Regarding grounding for the 1A2 modular panels.... I have a dedicated circuit from the breaker box (with ground) to the key system power supply. Being in Florida, we don't have any copper piping, everything is PVC. I purchased from Sandman a cable that plugs into the 3-prong outlet, with only a heavy ground wire coming from the plug. I connected this to the power supply's grounding screw. I also use this as a common ground for anything else in the phone closet, such as my Merlin Legend. I've never had any issues with 400 type line cards or the Merlin. Being in Florida (lighting capital of US), we also have a whole house surge protector installed in the circuit breaker box. The ground from the telco's demarc is also connected to a grounding rod. Do you see any problems with this?
