I just saw this also, and I figured I would chime in, google voice is a good bet. Its mostly free. You would need an obitalk ATA,, it supports google voice and others as well. Google voice however does not have their own E911 system, so I answered that with call centric which the obitalk ATA is compatible with that also. If you want to know more you can PM me.
