Trace the ARS routing and make sure you have outbound access on the trunk group(s) being used:
System / Numbering Plan / Facility Groups - identify the trunk group(s) in each facility group.
System / Devices and Feature Codes / CO Trunk Groups – check Outgoing Access and make sure your station is included.
