I will check the 10V thats for the analog SS4 side but this is also happening on the digital side COV SS4 which uses a whole different power source, the plug in modules. Thanks for all the advice, I have working on these older type Mitels for the last 25 years but this one has got me stumped.

Something else that has created SS4 problems for me in the analog bays also created problems with the S/L sets in the analog bays. Early 200 analog cabinets had fuses on the shelf backplanes. The fuse-fuseholder interface would develop a layer of corrosion that would cause CROSSTALK, as well as static and SS4 malfunctions. 2 ways to fix it. Quick and dirty, shut down system and replace fuse with a new one. Put it in and take it out 3-4 times. This will 'clean' most of the corrosion off. Longer but better, solder a jumper across the fuse holder clips. Later versions you can see the PC pads and there is a wire jumper soldered across the pads. Something about early NEC compliance. The jumper WAS a Mitel-approved fix.

I had the client write down the numbers of the SS4 that where going off hook by themselves and 14 were on a digital bay and 4 on the analog side.This is going by what they remember. 4 analog Superset cards( bay 4,5) and 5 digital COV cards( bay 1,2)no bay 3. Lets throw out the 4 analog SS4 and concentrate on it just being the digital side. Bay 1(digital)- 3 digital COV cards have all the trouble SS4 on them. Bay 2 (digital) has 1 COV card , no SS4 issues.
Have you heard of the analog side brothering the digital side? Can the bay 1 power supply cause this problem. any more ideas.

I would swap Bay 1 and Bay 2 power supplies and see what happens. And consider DIGITAL bay COV cards are darn near as cheap as ANALOG bay COV cards!

OOPS, you've got the same problem with bay 2 SS4s as well. Well get an Advance Replacement P/S from Genesis in Memphis Monday and try that first! They are REALLY easy folks to deal with and they don't charge all that much for a restock charge. Of course, you might want to have one in stock, since it works in any cabinet that uses 200D cards. 200D, 200Lite, 200ML/EL.
