Old post, but in Germany and Sweden, in hotels you dial 0 for an outside line and 9 for the front desk--which just happens to be totally opposite from the USA.

well usually you can set up groups , dial 9 for outside lines , dial 8 for tie lines etc.
9 has becosme a standard but every switch I can think of does let you set the acsess code number .
so you could have the dial 9 group empty and use 7 or 8 for co lines

If you want to eliminate toll fraud, the scum are always looking for a dial 9 to get out of the voice mail. If you set dial out to 34 or 55 or whatever, the fraudsters dial 9, get nothing and move on.
This is perfect for smaller systems where everyone has a square system.

I am always getting request's from my customers to change their trunk access code from 9 to something else due to "accidental" 911...$$$...

The old TCX128 Tie product's primary default outbound group was 91. Changed that on install! Customer goes home and absent-mindedly dial 91 for outside line and starts to dial LD. Surprise.
