Is it possible for me to have a line that instead of switching automatically to voice mail when dialed would dial a dedicated cell phone which in turn would dial my plant managers cell phone. This would allow me to eliminate an archaic walkie talkie communication system.

You are talking about a copper dial tone trunk, a DID on a T-1/PRI?
Why would it not just go to the bosses cell phone instead of a jump on another cell phone.
Could you not just use an extension to be a hotline?
Dial the extension, rings a phone that is external call forwarded to boss's cell phone. Would that not work, is that not what you want?

(off the top of my head) For our Meridan system I set a CLS to CFXA and FDN to either the cell phone or an extension which is a type 500 TN to default forward to the cell phone.
Very simple... if you're not up to the task, have your telecom vendor come in and do it for you.
