Sorry to bring this back up, but I can program buttons to do two things. I have one button that will call ext. 24, press it again, and it will transfer, then it will release. Could it be that they programmed a speed-dial button as a secondary 'Release' as well as having the 'Rls' button?

You would be using the run/stop capabilities of a speed dial button.

How is the system or the phones configured to allow the use of the run/stop capabilities of a speed dial button, or is it always available?

It should always be available. Just press "Feature" * 9, when you are programming a button, at the point you want to enter the second part of the string.
