the 210-308-3096 looks to be a did number: Switch: SNANTXDIDS2 * Switch name: * Switch type:
the 210-822-8272 from their contact page looks to be a regular number: Switch: SNANTXTADS1 * Switch name: TAYLOR * Switch type: DMS100
both are sbc numbers. the 210-822 shows to be coming out of a co close to downtown. the 210-308 looks to be coming out of a co on loop 410 between i10 & 281.
the address on their site: The Phoenix Recovery Group 2939 Mossrock Suite #220 San Antonio, TX 78230 Phone: 800-810-7623 shows to be on the loop 410 between i10 & 281 as well.
i would also guess that it is prolly a bill collector.

The fact that it is a collection agency explains a lot. This is a very common practice amongst skip tracers, bounty hunters, private investigators etc. The process works as follows:
Before caller ID was so common, companies like TelScan would set up a Trap Line for the private investigator for a fee of less than $30/month. Then for each "trapped" call you would pay a very nominal fee. Less than $1.
The Skip Tracer/Investigator would make a "pretext call" to the last number they had or to a relative they had located and leave a message of a very grave nature. Usually an extension number of some kind would be left also. That's because you may be using that line for hundreds of calls. Then whenever the "Target" would return the call to the 800 number/trap line they would enter the extension number (which was also the file number). From there the skip tracer would now have the phone number from where the debtor for that file called. Then they just turn the phone number into an address and send the wrecker out to reposess the car.
Now days, having instant access to the number that dialed your 800 number is much easier and doesn't require 3rd party trap line services. Today getting access to the numbers that called your 800# immediately is very commonplace.
