Sir,
I think you are making one mistake. I have connected the E1 line in a E1 card (2Mb DTI Card), not in a adapter or converter (E1 to T1 Converter). I think this information help you in solving the problem.

Nope, that’s not going to help.
By any chance are you receiving your dial tone from abroad? Keep in mind having only 24 channels on a local E1 connected to a PBX with an E1 card does not make sense. This usually only happens in one of two ways, as i mentioned in my previous post, or your dial tone is not originating locally and is being brought to via a some sort of "private line". Which still could have the possiblities of having the adapter sitting in the originating country?
Anyhow you should probably bring in a professional at this point.
