I have a customer with a rls 18 Option 11. they decided to change vendors to a company who does not support Ground Start. I converted to Loop start and now the lines don't properly disconnect when the CO drops the call.
Is there something I need to turn on or off to have the PBX drop the call?
Go slow with me, I'm certified, but get lost in the programming... ha ha

That is the problem with loop starts on PBXs. To speed things up go to the RDB for the group of lines and chg NEDC and FEDC to ETH.

I have never had much luck with loop line supervision on older Options. By rls 25 it worked well, but I do not think you are going to get it done on rls 18.

There is a Loop to Ground converter you could put between the lines and the PBX. I've used them in the past with good results.
